PerezHilton.com is reporting that Jay-Z's new 40/40 club didn't pass the inspection test! Which means it probably won't open, like he previously planned. "Unless Jay-Z and his team miraculously come up with certain licenses and certificated by Sunday, then they won't be able to go on with their New Year's Eve party plans," a source told PerezHilton.com. Plus, Jay-Z has to refund all the tickets, and that will cost more money for them to open the club in Las Vegas.
